Meet Loulie

Loulie Brown, PhD, LEED AP is the Housing Director at Sabin CDC. Loulie brings 20+ years of affordable housing development experience as a planner, designer, developer and asset manager. Focusing her work in Inner N/NE Portland, Loulie has worked with numerous non-profits on affordable housing design and development projects ranging from 1 to 60 units. More importantly, Loulie has worked both professionally and as a volunteer in the neighborhoods that Sabin CDC serves since she moved to Portland in 1993.

These experiences resulted in her dissertation at Portland State University, The Dynamics of Change Among CDCs in Inner N/NE Portland, 1991-2006. Since coming on staff at Sabin, Loulie has combined her research and analytical skills to help gain a clear understanding of the current state of Sabin CDC’s portfolio to bring it into compliance with funders. She has applied her design and project management skills to the physical state of the portfolio by prioritizing deferred maintenance issues with an eye on leveraging Sabin CDC’s properties for new development opportunities.

About Community

Sabin’s Livability Initiative is an ongoing and organization-wide project to intentionally improve the livability of the culturally diverse neighborhoods that we serve in North East Portland. Livability is the sum of factors that add up to a community’s quality of life. Livability is the presence of color, art, and diversity, but it’s also unusable sidewalks, skyrocketing rent prices, and lack of green space.
